  * update bindings to match deprecations in libarchive 3.6.2 shipped by
    Debian Bookworm

  * switch over to native versioning, as the perl bindings are native to
    Proxmox

  * clarify that the bindings are released under the AGPLv3

  * various packaging cleanups
